Under these circumstances I can’t see how a 2nd fee can be justified when audited. Be very careful as you can be hit with a heavy penalty if and when you get audited.

If you had asked the officer whether the met matter was going to be dealt with today and the answer was yes. Then ,even though the matter was not dealt with,as it turned out ,I think you can.
