Spoke to the DSCC who put the responsibility firmly with the police 
They ask what scheme and police automatically say Highbury Corner as that is the court all matters go to regardless of borough of case origin. 

I know there was a letter previously by Raymond Shaw of the Westminster Parish , but I think it needs a meeting / further letter to borough commander which am happy to do as the C/ H scheme has been quiet for a long time . 

I think there may be similar issues elsewhere , eg Wood Green and Edmonton cases or is that resolved ?

I have been on Islington this evening and took two cases at Holborn , two at Islington and two at brewery Rd.
I asked the Dscc why the ones at Holborn came to me and they said oh they always ask which borough .
The OIC for one of the Holborn matters just rang me and said the offence happened on Oxford street.

I know this has been happening a lot and I have had some very quiet Clerkenwell and Hampstead duties lately , but this is so obviously not an Islington job
