Must there be an admission of guilt in interview for an Unlawful Profit Order/ Out of Court disposals to be issued? Or can resolutions be achieved without any such formal admissions?

There is normally a prosecution if dishonesty is provable.
Unlawful Profit Orders are normally pursued if there is no prosecution.

Dear members,
I have a query regarding the general outcomes from Caution plus 3 interviews with the Council.
A client has been invited for an interview under caution re: Subletting a Council property that had been let to him.
Has anyone ever had the experience of dealing with these type cases?
I am particularly interested in knowing how these matters are usually resolved, where the client accepts responsibility, ( non necessarily during interview).
Do you they usually settle out of Court?
