Can a harassment warning issued to a youth?

Age can not possible make any difference. I can see greater reason to warn a juvenile as they could be less likely to realise their behaviour is causing harassment due to a lack of maturity.
Most Police Officers do not have a clue what you are talking about if you mention harassment warnings. They tend to call them PIN's (Police Information Notices).
